Uganda will on Wednesday, October 28, 2026, launch a National Framework for Education on Health and Life Skills to equip children and young people with practical knowledge to protect their health, stay safe and make responsible decisions as they grow into adulthood.

The framework will guide age-appropriate learning for school going and out of school children, covering personal safety, human development, relationships, health and responsible citizenship. Its development involved the Ministry of Education and Sports, Ministry of Health, Ministry of Gender, Labour and Social Development, Office of the First Lady and Inter Religious Council of Uganda.

The official launch is scheduled to take place at the Office of the President.

Chireophus Mugyenyi, the Chief Education Officer at the Ministry of Education and Sports, described the initiative as a strategic investment in Uganda’s future, saying the country’s youthful population could accelerate national development if equipped with essential life skills.

“We are making a strategic, high stakes investment in the future of Uganda,” Mugyenyi said.

He said young people were central to achieving the socioeconomic transformation envisaged under Vision 2040 but needed practical guidance beyond classroom learning to navigate the challenges of growing up.

“The youth bulge is the engine that can drive the vision of 2040. However, it requires the necessary life skills to navigate life, become resilient and transition into adulthood,” he said.

According to the 2024 National Population and Housing Census, Uganda had approximately 45.9 million people, with children and young people making up a substantial proportion of the population.

The framework is structured around five modules: Growth and Human Development, Relationships, Life Skills and Keeping Safe, Health and Wellbeing, and Responsible Citizenship.

Learning materials will be tailored to five age groups: three to five years, six to nine years, 10 to 12 years, 13 to 16 years, and those aged 17 and above. This structure is intended to match learning content to children’s developmental needs.

Mugyenyi said the framework would emphasise preventing exposure to risks while offering guidance to young people already confronting challenges. Families are also expected to play a central role in helping children apply what they learn in everyday life.

Rev. Dan Wejuli, representing the Inter Religious Council of Uganda, said the development process had taken considerable time as stakeholders worked to address concerns about the materials used to teach life skills.

“It has been a long journey to come up with this home based framework,” Wejuli said, describing the initiative as compatible with religious values and the school curriculum.

He said it would support both formal and non formal education while addressing concerns about the use of uncoordinated materials.

“It comes to solve a problem of uncensored and uncoordinated materials talking about life skills,” he said.

Wejuli added that religious institutions would be important partners in implementation. He also explained that an earlier initiative had attracted concerns over its name.

“The first framework had issues. It was named the National Sexuality Education Framework. It was misleading,” he said.

Richard Mugabi, a commissioner at the Ministry of Health who represented the ministry’s permanent secretary, said safeguarding children’s health was a government responsibility from birth through every stage of development.

“We are responsible for the child from birth and must ensure they are healthy throughout,” Mugabi said.

As Uganda moves towards implementation, coordination among government agencies, schools, families, religious institutions and communities will be critical to ensuring the framework reaches children both in and out of school.

Its ultimate success will depend on whether the lessons translate into safer choices, healthier lives and greater resilience among young people, not simply on the launch itself.
