Uganda has officially launched the China-funded Humanitarian Assistance Grant Project (CHAP), a $1 million initiative aimed at strengthening national response systems in refugee-hosting areas.

The project was unveiled at a high-level ceremony attended by Rt Hon Robinah Nabbanja, Hon. Eng. Hilary Onek, Hon. Okello Oryem Henry, and the Chinese Ambassador to Uganda, alongside other government officials and development partners.

The initiative comes at a time when Uganda continues to implement its open-door refugee policy amid rising humanitarian demands. Officials noted that the project will enhance the country’s ability to provide timely and effective support to both refugees and host communities.

The CHAP programme adopts an integrated approach, focusing on psychosocial support, community engagement, and the promotion of social cohesion. These areas are expected to strengthen resilience and encourage peaceful coexistence between refugees and local populations.

In addition, the project places emphasis on coordination, monitoring and evaluation to improve accountability and ensure sustainable results.

Speaking on behalf of the Government, Hon. Evelyn Anite expressed appreciation to the People’s Republic of China for its continued support.

“This timely assistance further strengthens the long-standing ties of friendship and cooperation between our two nations,” she said.

Uganda remains one of the world’s leading refugee-hosting countries, accommodating more than one million refugees while providing access to land, education and healthcare. The CHAP initiative is expected to complement these efforts by addressing psychosocial needs and enhancing community resilience.

Chairman Diao Chunhe, representing the Chinese delegation, reaffirmed China’s commitment to supporting Uganda’s humanitarian and development priorities. He noted that the grant reflects China’s solidarity with Uganda in addressing refugee challenges and advancing sustainable development.

The launch of CHAP marks a significant step in strengthening bilateral cooperation between Uganda and China, further positioning Uganda as a model for integrated humanitarian response in Africa.

Officials said the initiative reinforces a shared commitment to protecting and empowering refugees, while building resilient communities and ensuring inclusive development.
