Uganda Electricity Distribution Company Limited Acting Managing Director, Eng. Joselynne R. Rwakakooko, has announced a fresh wave of appointments within the company’s senior management team as part of ongoing efforts to strengthen leadership and improve electricity service delivery across Uganda.

The appointments come just days after Eng. Rwakakooko was named Acting Managing Director following recent governance changes at the state-owned electricity distributor. She replaced former Managing Director Paul Mwesigwa, who was sent on forced leave by the Ministry of Energy and Mineral Development.

According to an internal memo issued this week, the reshuffle is aimed at positioning the company to deliver reliable, affordable and sustainable electricity services following UEDCL’s takeover of power distribution operations from Umeme Limited in April 2025.

Under the new appointments, Sylver Hategekimana has been named Acting Chief Engineering and Technical Services Officer, while Isaac Katewanga assumes the role of Chief Commercial Officer.

The reshuffle also saw Samuel Omoding appointed Acting Head of Human Resource and Administration. Other appointments include Stephen Ilungole, Nickson Ahabwe, and Richard Opiyo.

In her communication to staff, Eng. Rwakakooko said the appointments are intended to enhance operational efficiency as the company works to address persistent challenges in the electricity sector, including power outages, ageing infrastructure and customer service concerns.

“These leadership changes are meant to strengthen institutional performance and ensure that UEDCL delivers on its mandate to Ugandans,” she noted.

The appointments come at a critical time for UEDCL, which has been under growing public scrutiny over recurring nationwide blackouts and complaints from consumers regarding delayed restoration of electricity services.

Energy sector analysts say the leadership restructuring could help stabilise operations as UEDCL continues to manage the transition from private to state-led electricity distribution.

UEDCL took over national electricity distribution operations after the expiry of Umeme’s 20-year concession, marking a significant shift in Uganda’s power sector. Since then, the company has been under pressure to improve efficiency, reduce losses and expand electricity access across the country.
