The real measure of progress, he emphasised, lies in women\u2019s ability to influence legislation, government policy and budget allocations. These decisions determine national priorities, the distribution of public resources and the extent to which different groups benefit from government programmes.<\/p>\n\n\n\n
Held on 12 and 13 October under the theme \u201cFrom Representation to Influence in the Decision-Making Process,\u201d<\/em><\/strong> the forum brought together women parliamentarians and other leaders to exchange experiences and explore ways to strengthen women\u2019s influence in governance.<\/p>\n\n\n\n Uganda\u2019s delegation included Lira Woman MP Auma Linda Agnes, National Female MP representing Persons with Disabilities Laura Kanushu, Wakiso Woman MP Betty Ethel Naluyima, Soroti Woman MP Anna Ebaju Adeke and National Female Youth MP Mercy Kanyesigye.<\/p>\n\n\n\n Contributions from other delegations highlighted the gap that can persist between formal commitments to gender equality and women\u2019s actual influence over public decisions.<\/p>\n\n\n\n Leah Sopiato Sankaire, who led Kenya\u2019s delegation, noted that her country had yet to meet the constitutional requirement that no more than two-thirds of members of elective or appointive bodies should be of the same gender. She cited ongoing efforts, including a proposed constitutional amendment, to address the shortfall.<\/p>\n\n\n\n Sankaire also stressed the importance of women leading committees responsible for public expenditure, arguing that their participation in these decision-making spaces can help ensure that budgets respond to the needs of different groups.<\/p>\n\n\n\n \u201cWhen these committees are chaired by women, a gender-sensitive budget becomes a reality,\u201d<\/em><\/strong> she said.<\/p>\n\n\n\n Parvana Valiyeva, who led Azerbaijan\u2019s delegation, highlighted her country\u2019s history of women\u2019s political participation, recalling that Azerbaijan granted women the right to vote and stand for election in 1918. She urged women parliamentarians to strengthen their influence in decisions concerning climate change, technology, economic development, peace and security.<\/p>\n\n\n\n Mongolia\u2019s Minister of Foreign Affairs, Battsetseg Batmunkh, recognised the contribution of generations of women who had advanced gender equality, particularly following the 1995 World Conference on Women in Beijing. She noted that women\u2019s representation in parliaments had more than doubled since then.<\/p>\n\n\n\n For Uganda, the figures presented at the forum demonstrate progress in opening leadership spaces to women. But representation alone cannot establish whether women are shaping the decisions that affect citizens\u2019 lives.<\/p>\n\n\n\n The next test is whether women can exercise meaningful influence over parliamentary priorities, public spending and policy implementation.
