Balaam Barugahara Ateenyi, said public officers are expected to remain politically impartial while carrying out their official duties<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Public servants, including teachers, health workers and other government employees must resign from public service before contesting &nbsp;the ongoing Local Council I and II elections , the Ministry of Local Government has said, stressing that the requirement is intended to safeguard the neutrality of the Public Service and ensure compliance with the law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reminder comes amid ongoing grassroots elections and follows reports that some public officers have expressed interest in contesting elective positions while still serving in government institutions. According to the Ministry, remaining in public office while engaging in partisan political activities creates a conflict of interest and could undermine public confidence in public service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Minister of Local Government, Hon. Balaam Barugahara Ateenyi, said public officers are expected to remain politically impartial while carrying out their official duties, noting that participation in partisan politics is incompatible with the responsibilities entrusted to them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;<em>Contesting for political office in a multiparty system entails articulating a political agenda or belonging to a political party. This is participation in partisan political activity in every sense. Public officers who wish to contest must first resign from public service in accordance with the law<\/em>,&#8221; Hon. Balaam said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry explained that the requirement is anchored in Article 176 of the Constitution of the Republic of Uganda and Section 129(5) of the Local Governments Act, Cap. 138, which require public officers intending to contest for elective office to resign at least 30 days before nomination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials said the provision is designed to protect the integrity of both the Public Service and the electoral process by preventing the misuse of public office, government resources or administrative influence for political gain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry further noted that public institutions such as schools, health facilities and local government offices provide essential services that must remain free from partisan politics, particularly during election periods when public trust is critical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To ensure compliance, the Ministry said it will work closely with the Electoral Commission, the Ministry of Public Service, the Public Service Commission, District Service Commissions and Chief Administrative Officers to enforce the legal requirements throughout the election period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry also called upon all eligible Ugandans to participate peacefully in the Local Council elections by exercising their constitutional right to vote and respecting the electoral process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;<em>The Local Council elections provide communities with an opportunity to choose leaders who will represent their interests and drive local development.
