Edward Katumba Wamala, announcing salary increase of artist teachers at the media center<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thousands of public servants are set to benefit from salary enhancements and wide-ranging reforms after Government unveiled new measures aimed at improving service delivery, strengthening accountability, and building a more professional Public Service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reforms, announced under Establishment Notice No. 3 of 2026 by the Minister of Public Service, Gen. Edward Katumba Wamala, include increased salaries for selected public officers, preparations for a new pension scheme, strengthened performance management, and improved human resource systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Government has allocated UShs. 9.708 trillion for the public service wage bill in the 2026\/2027 financial year, up from UShs. 8.621 trillion in the previous financial year. The additional funding will support officers already on the payroll, facilitate critical recruitment, and finance phased salary enhancements for priority categories of public servants.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"584\" src=\"https:\/\/govinfohub.go.ug\/wp-content\/uploads\/2026\/07\/gen-1024x584.jpg\" alt=\"\" class=\"wp-image-8483\" srcset=\"https:\/\/govinfohub.go.ug\/wp-content\/uploads\/2026\/07\/gen-1024x584.jpg 1024w, https:\/\/govinfohub.go.ug\/wp-content\/uploads\/2026\/07\/gen-300x171.jpg 300w, https:\/\/govinfohub.go.ug\/wp-content\/uploads\/2026\/07\/gen-768x438.jpg 768w, https:\/\/govinfohub.go.ug\/wp-content\/uploads\/2026\/07\/gen.jpg 1335w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Officials pose for a group photograph with Minister of Public Service Gen.Edward Katumba Wamala.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The beneficiaries include Deputy Chief Administrative Officers, Deputy City Town Clerks, Assistant Commissioners, Heads of Department in Local Governments, primary and secondary school teachers, Technical and Vocational Education and Training (TVET) instructors, and specialised cadres such as ferry operators and mortuary attendants. Government said officers not covered under the current phase will be considered during the 2027\/2028 financial year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Announcing the reforms, Gen. Katumba said Government remains committed to building a citizen-centred Public Service capable of delivering quality services efficiently.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;<em>This Notice is a clear statement of Government&#8217;s direction. It calls for discipline in recruitment and wage management, readiness for pension reform, objective performance management, stronger records systems, harmonized HR policies, and improved service standards<\/em>,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of the reforms, the Government will operationalise the Public Service Pension Fund established under the Public Service Pension Fund Act, 2025. Contributions are expected to commence in July 2027, with employers contributing 10 per cent and employees contributing 5 per cent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Minister assured officers approaching retirement that their accrued pension rights will be protected through a Government Retirement Bond, while pensioners under the existing scheme will continue receiving payments from the Consolidated Fund.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Government has also introduced new measures to strengthen accountability across the Public Service. Ministries, Departments, Agencies, and Local Governments have been directed to update employee records on the Human Capital Management (HCM) System and adopt the Balanced Scorecard as the standard performance management framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the new arrangement, traditional appraisal reports will no longer be sufficient for promotions or contract renewals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To improve access to public services, Ministries, Departments, and Local Governments will be required to develop five-year Client Charters aligned to the Fourth National Development Plan, while health facilities must display Patient Charters outlining the standards of care citizens should expect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government is also expanding Service Uganda Centres to provide multiple public services under one roof, with regional hubs planned for Kampala, Mbarara, Gulu, and Tororo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reforms further strengthen capacity building within the Public Service by requiring newly recruited officers to undergo induction training through the Civil Service College Uganda, while encouraging continuous professional development in leadership, procurement, planning, and other critical areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry of Public Service says the reforms are expected to strengthen institutional efficiency, improve accountability, motivate public servants, and ultimately enhance the quality of services delivered to Ugandans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Source<\/strong>: <em>Ministry of Public Service, July 2026<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Diana N.
