He is also the Member of Parliament for West Budama County South under the ruling National Resistance Movement (NRM). Born on 13 April 1971 in Tororo District, Eastern Uganda, Oboth-Oboth previously served as State Minister for Defence (General Duties) before ascending to the Speakership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A respected legislator and legal practitioner, he has earned a reputation for discipline, consistency, and firm parliamentary leadership. Over the years, he has held several influential roles in Parliament, including Chairperson of the Committee on Legal and Parliamentary Affairs, Chairperson of the Committee on Rules, Discipline and Privileges, and Chairperson of the Committee on Natural Resources. He also serves on the Parliamentary Business Committee .<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Early Life and Education<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jacob Oboth-Oboth was born into an Anglican family in Tororo District. His early life was marked by resilience and determination. Coming from a humble background, he undertook various odd jobs to support himself and his family, including fetching water for residents for a fee and working as a storekeeper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He attended Muwafu Primary School for his primary education before joining St Denis Ssebuggwawo Secondary School for his O-Level studies. Financial hardship once forced him out of school due to lack of tuition. During this difficult period, American missionaries in Tororo supported him, enabling him to work while continuing his education. He later proceeded to Tororo High School for his A-Level studies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 1997, he was admitted to Makerere University to pursue a Bachelor of Laws degree, graduating in 2001. He later obtained a Postgraduate Diploma in Legal Practice from the Law Development Centre in 2002 and pursued a management certificate course at the Uganda Management Institute.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2004, he earned professional certifications from the International Development Law Organisation in Intellectual Property and Public Procurement. He further advanced his academic credentials by obtaining a Master of Laws degree in Election and Cyber Law from the University of Minnesota in 2007.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Professional and Political Career<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After qualifying as a lawyer, Oboth-Oboth served as Deputy Attorney General for the Tieng Adhola Cultural Institution. He later joined the Ministry of Justice and Constitutional Affairs as a State Attorney, serving at the Mbale Regional Office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following his master\u2019s studies in the United States, he returned to Uganda in 2007 and resumed government service before resigning in 2010 to join elective politics. His international exposure and engagement with development partners enabled him to initiate community projects in his constituency, strengthening his grassroots connection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2011, he was elected Member of Parliament for West Budama County South, the position is still serving to-date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the 9th Parliament, he served as Chairperson of the Committee on Rules, Discipline and Privileges, chaired an ad hoc committee investigating the electricity sub-sector, and led the Committee on Natural Resources. In the 10th Parliament, he served as Chairperson of the Legal and Parliamentary Affairs Committee and as a member of both the Rules, Discipline and Privileges Committee and the Parliamentary Business Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Rise to Speakership<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On 15 May 2026, General Muhoozi Kainerugaba and members of the Patriotic League of Uganda (PLU) endorsed Jacob Oboth-Oboth for Speaker of the 12th Parliament, withdrawing support from incumbent Speaker Anita Among.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This was followed on 23 May 2026 by the National Resistance Movement (NRM) Central Executive Committee (CEC), which officially confirmed Oboth-Oboth as the party\u2019s flag bearer for the Speakership race.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, Jacob Oboth-Oboth stands out as one of Uganda\u2019s most experienced legislators and legal minds, recognised for his dedication to public service, constitutional governance, and parliamentary reform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Caroline Jacob Markson Oboth-Oboth, whose political journey was etched into Uganda\u2019s history books after his election as Speaker of the 12th Parliament on 25 May 2026, is a Ugandan lawyer and intellectual property (IP) expert.
