It is a tactical shift toward pre-emptive coordination, timely intelligence gathering, and swift response to electoral threats.<\/p>\n\n\n\n<p>\u201cThe Inspector General of Police, Abas Byakagaba, has created nine electoral policing zones to coordinate security efforts and ensure a peaceful electoral process during both the primaries and general elections,\u201d the statement noted.<\/p>\n\n\n\n<p>Byakagaba\u2019s zoning model reflects both geographical logic and operational efficiency, with experienced commanders assigned to each zone based on capacity and jurisdictional familiarity.<\/p>\n\n\n\n<p>The appointed commanders bring extensive experience and are expected to serve as anchors for electoral security in their regions:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Busoga Zone (Jinja)<\/strong><\/li>\n<\/ol>\n\n\n\n<p>Commander: AIGP Kafeero Moses Kabugo<\/p>\n\n\n\n<p>Covers: Busoga North, Busoga East, Kira, and Sezibwa<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Northern Zone (Gulu)<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Commander: AIGP Tanui Stephen<\/p>\n\n\n\n<p>Covers: Aswa, West Nile, North West Nile, and East<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Karamoja Zone (Moroto)<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Commander: CP Lawot Patrick<\/p>\n\n\n\n<p>Covers: Mt Moroto, Kidepo, Elgon, Sipi, Bukedi South, Bukedi North<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Kyoga Zone (Soroti)<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Commander: CP Nkore Paul<\/p>\n\n\n\n<p>Covers: North Kyoga, East Kyoga, South Kyoga<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Central Zone (Masaka)<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Commander: CP Maate Godfrey Bolingo<\/p>\n\n\n\n<p>Covers: Masaka West, Masaka East, Wamala, Katonga<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Albertine Zone (Hoima)<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Commander: CP Muhuya Moses<\/p>\n\n\n\n<p>Covers: Albertine South, Albertine North, Savannah<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Kampala Metropolitan Zone (Kampala)<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Commander: CP Ecega Richard<\/p>\n\n\n\n<p>Covers: KMP North, KMP South, KMP East<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>South Western Zone (Mbarara)<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Commander: CP Kulaigye Hillary<\/p>\n\n\n\n<p>Covers: Rwizi, Kigezi, Greater Bushenyi<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Rwenzori Zone (Fort Portal)<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Commander: CP Namuwoza Dennis<\/p>\n\n\n\n<p>Covers: Rwenzori East, Rwenzori West<\/p>\n\n\n\n<p>Each zone will function semi-autonomously, empowered to coordinate local intelligence, pre-empt violence, and monitor electoral conduct.<\/p>\n\n\n\n<p>\u201cThese appointments are effective immediately and underscore our commitment to a secure and orderly electoral period,\u201d said ACP Rusoke Kituuma, the Police spokesperson.<\/p>\n\n\n\n<p>The zonal commanders are expected to play a critical liaison role, working with Electoral Commission officials, Resident District Commissioners (RDCs), and community leaders to ensure security, transparency, and calm throughout the electoral season.<\/p>\n\n\n\n<p>The Uganda Police Force envisions this model as a strategic shift from reactive policing to proactive security management. By streamlining operations across regions and decentralising command, the brigade will be better positioned to anticipate threats and intervene early.<\/p>\n\n\n\n<p>Intelligence-gathering and operational assets can be pre-positioned in high-risk areas, enabling rapid response and minimising escalation.&nbsp;<\/p>\n\n\n\n<p>This approach is particularly critical in election seasons, where tensions can quickly flare into violence, intimidation, or voter suppression. With this model, the police aim to prevent such incidents before they occur, ensuring safer, more peaceful democratic processes.<\/p>\n\n\n\n<p>\u201cOur zonal commanders have been tasked with crucial responsibilities to ensure that all electoral activities proceed without incident, and that citizens can exercise their democratic rights in a safe environment,\u201d Kituuma emphasised.<\/p>\n\n\n\n<p>While the police have the mandate to protect life and property, they are also calling on other stakeholders such as candidates, political parties, the media, civil society, and voters to cooperate and ensure Uganda maintains peace throughout the elections.<\/p>\n\n\n\n<p>\u201cWe urge all stakeholders to cooperate with the appointed commanders for a successful electoral process,\u201d the statement concluded.<\/p>\n\n\n\n<p>IGP Byakagaba\u2019s nine-zone security blueprint is a clear signal of readiness and resolve.
