{"id":4340,"date":"2025-06-09T09:20:32","date_gmt":"2025-06-09T09:20:32","guid":{"rendered":"https:\/\/govinfohub.go.ug\/?p=4340"},"modified":"2025-06-09T09:25:37","modified_gmt":"2025-06-09T09:25:37","slug":"uganda-launches-groundbreaking-hiv-survey-to-strengthen-national-response","status":"publish","type":"post","link":"https:\/\/govinfohub.go.ug\/index.php\/2025\/06\/09\/uganda-launches-groundbreaking-hiv-survey-to-strengthen-national-response\/","title":{"rendered":"UGANDA LAUNCHES GROUNDBREAKING HIV SURVEY TO STRENGTHEN NATIONAL RESPONSE"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In a significant move aimed at strengthening the country\u2019s health systems and assessing progress in the fight against HIV\/AIDS, the Ministry of Health, in collaboration with development partners and academic institutions, has officially launched the third Uganda Population-based HIV Impact Assessment (UPHIA) 2024\u20132025, a transformative national initiative aimed at strengthening Uganda\u2019s HIV response through robust, science-driven data collection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The launch event, held at the Ministry headquarters in Kampala, was officiated by the Minister of Health, Hon. Dr. Jane Ruth Aceng Ocero and attended by senior health officials, international partners and leaders from academic institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UPHIA 2024\u20132025 is a comprehensive nationwide household-based survey designed to generate current and reliable data on HIV prevalence, incidence, viral load suppression, and other key health indicators. This evidence will be vital in informing Uganda\u2019s HIV\/AIDS strategy, monitoring progress, and guiding the country\u2019s efforts toward controlling the epidemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spanning over 46,000 households across all regions of Uganda, the survey will include Household visits by trained teams to conduct interviews and obtain informed consent, HIV testing for individuals aged 15\u201364 years, and for children aged 0\u201314 years, with parental\/guardian consent, Viral load testing for individuals who test positive for HIV, Additional health screenings, including tests for syphilis, hepatitis B, and malaria and Collection of socio-demographic and behavioral data to better understand the factors influencing HIV transmission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To ensure accuracy and timeliness, all data will be collected using electronic tablets and will adhere to the highest standards of confidentiality and ethical conduct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at the launch, the UPHIA 2024\u20132025 Project Coordinator emphasized the importance of public trust and cooperation. \u201cOur teams have undergone comprehensive training and are fully equipped to conduct this survey with professionalism and respect. Community engagement is crucial for the success of this exercise. The insights we gather will shape Uganda\u2019s HIV response for years to come.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In her keynote address, Hon. Dr. Jane Ruth Aceng Ocero described the survey as a landmark moment in Uganda\u2019s public health journey: \u201cUPHIA is more than just a survey, it is a strategic instrument that gives us the evidence we need to safeguard our people and plan effectively. We call upon all Ugandans to participate openly and support our field teams. Together, we can accelerate our progress towards ending HIV as a public health threat by 2030.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Aceng underscored the significant progress made in the fight against HIV, Among adults aged 15 and above, HIV prevalence declined from 7.2% in 2010 to 5.3% in 2023, Among women, prevalence dropped from 8.7% to 6.5%, and among men, from 5.8% to 3.3%, HIV-related deaths among adults fell from 52,000 in 2010 to 20,000 in 2023, and among children under 15, from 15,000 to 3,500.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Aceng also highlighted the survey\u2019s critical role in achieving the UNAIDS 95-95-95 targets, especially in reaching vulnerable and hard-to-reach populations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Olaro Charles, Director General of Health Services, reiterated the Ministry\u2019s commitment to data-driven health policy. \u201cUPHIA 2024\u20132025 will provide the granular insights we need to close gaps in HIV testing, treatment, and viral suppression. It enables us to monitor national trends, identify regional disparities, and respond effectively to community needs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Representing one of the primary funders of the initiative, H.E. William W. Popp, United States Ambassador to Uganda, reaffirmed the strong U.S.-Uganda partnership in the fight against HIV\/AIDS through PEPFAR and the United States, Centers for Disease Control and Prevention (CDC).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a proud moment for the U.S.Uganda partnership. With UPHIA, we ensure every decision in the HIV response is grounded in science. It reflects Uganda\u2019s strong research capacity and highlights the power of partnership between government, academia, and global institutions.\u201d she highlighted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prof. Wanyenze further noted that UPHIA enhances the country\u2019s ability to generate high-quality data, strengthens national surveillance systems, and provides a platform for cultivating future leaders in public health research and community engagement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The third round of UPHIA builds on the success of the previous surveys conducted in 2016\u20132017 and 2020\u20132021, both of which were pivotal in shaping Uganda\u2019s national HIV strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry of Health is calling on all Ugandans to support the survey teams and actively participate in the process, reaffirming its commitment to uphold the highest standards of confidentiality and professionalism throughout the exercise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As UPHIA 2024\u20132025 gets underway, Uganda remains steadfast in its resolve to leverage science, community collaboration, and
