The Education Service Commission<\/strong> is established under Article 167(1)<\/strong> of the 1995 Constitution of the Republic of Uganda. Article 168(1)<\/strong> further outlines its functions, authority, and autonomy in fulfilling its mandate.<\/p>\n\n\n\n

\u201cQuality education delivered by efficient and effective Education Service Personnel.\u201d<\/p>\n\n\n\n

Mandate<\/strong><\/strong><\/p>\n\n\n\n

The mandate of the Education Service Commission is to advise the President in the performance of their duties in accordance with Article 172<\/strong> of the Constitution. It is responsible for appointing all personnel in the Education Service and for developing, maintaining, and improving the quality of both the personnel and the service as a whole.<\/p>\n\n\n\n

                  Key Functions of the Commission<\/strong><\/strong><\/p>\n\n\n\n

                  Outlined in Section 8<\/strong> of the Education Service Act, 2002:<\/p>\n\n\n\n

                  1. Advise the President on matters related to the Education Service under Article 172.<\/li>\n\n\n\n
                  2. Appoint and confirm personnel, exercise disciplinary control, and remove individuals from office in the Education Service.<\/li>\n\n\n\n
                  3. Review and recommend terms of service, standing orders, training, qualifications, and other welfare-related issues.<\/li>\n\n\n\n
                  4. Report annually to Parliament on the performance of the Commission.<\/li>\n\n\n\n
                  5. Develop national standards in areas such as:
                    1. Training and qualifications<\/li><\/ol>
                      1. Recruitment and appointment procedures<\/li><\/ol>
                        1. Terms and conditions of service<\/li><\/ol>\n
                            \n
                          1. Ethics, conduct, and disciplinary control<\/li>\n<\/ol>\n<\/li>\n\n\n\n
                          2. Advise the Ministry of Education on:
                            1. Education policy formulation<\/li><\/ol>
                              1. Management of public officers<\/li><\/ol>\n
                                  \n
                                1. Research, grading, and teacher registration<\/li>\n<\/ol>\n<\/li>\n\n\n\n
                                2. Maintain a record of all public officers in the Education Service.<\/li>\n\n\n\n
                                3. Provide technical support, advice, and training to District Service Commissions.<\/li>\n<\/ol>\n\n\n\n

                                    Partnerships<\/strong><\/strong><\/p>\n\n\n\n

                                    The ESC collaborates with the Ministry of Education and Sports and District\/Local Governments to ensure quality service delivery and adherence to standards in the education sector.<\/p>\n\n\n\n

                                    Under the Education Service Act, 2002<\/strong>, the ESC is mandated to issue guidelines to District Service Commissions on matters including recruitment, discipline, welfare, training, deployment, and leave entitlements.<\/p>\n\n\n\n

                                    Departments and Units at ESC<\/strong><\/strong><\/p>\n\n\n\n

                                    1. Education Service Department<\/strong><\/strong><\/p>\n\n\n\n

                                      \n
                                    • Appoints teaching and non-teaching staff.<\/li>\n\n\n\n
                                    • Recruits staff for Kampala Capital City Authority (KCCA).<\/li>\n\n\n\n
                                    • Validates appointments of secondary school and training institution staff.<\/li>\n<\/ul>\n\n\n\n

                                      2. Policy Analysis Unit<\/strong><\/strong><\/p>\n\n\n\n

                                        \n
                                      • Prepares Budget Framework Papers and Ministerial Policy Statements.<\/li>\n\n\n\n
                                      • Submits quarterly and annual performance and financial reports to relevant bodies.<\/li>\n\n\n\n
                                      • Produces annual reports on ESC key outputs.<\/li>\n<\/ul>\n\n\n\n

                                        3. Finance and Administration Department<\/strong><\/strong><\/p>\n\n\n\n

                                          \n
                                        • Prepares and submits final books of accounts and financial reports.<\/li>\n\n\n\n
                                        • Handles payroll functions and organizes workshops\/meetings.<\/li>\n<\/ul>\n\n\n\n

                                          4. Procurement Unit<\/strong><\/strong><\/p>\n\n\n\n

                                            \n
                                          • Manages procurement and disposal of goods and services.<\/li>\n\n\n\n
                                          • Prepares monthly, quarterly, and annual procurement reports.<\/li>\n\n\n\n
                                          • Develops procurement plans and conducts procurement training.<\/li>\n<\/ul>\n\n\n\n

                                            5. Information Science Unit<\/strong><\/strong><\/p>\n\n\n\n

                                            • Supports ESC ICT functions and internet\/email services.<\/li>\n\n\n\n
                                            • Manages antivirus subscriptions and centralized ICT resources.<\/li>\n\n\n\n
                                            • Maintains the ESC website and information resource center.<\/li>\n<\/ul>\n\n\n\n
