For more than thirty years, Ambassador Paul Mukumbya has played a central role in advancing Uganda’s diplomatic interests, representing the country with distinction in China, Kenya, Sudan and other strategic postings. His career, marked by professionalism and vision, has significantly contributed to the promotion of tourism, trade and regional cooperation, strengthening Uganda’s presence on the international stage.
Ambassador Mukumbya’s legacy was formally recognised at a colourful ceremony organised by the Ministry of Foreign Affairs at the Four Points by Sheraton Hotel. The event brought together senior government officials, diplomats and colleagues to honour Ambassador Mukumbya and other retiring envoys for their decades of dedicated service to the nation.
Throughout his diplomatic assignments, Ambassador Mukumbya championed initiatives aimed at deepening bilateral and regional ties. Among his notable contributions was his pioneering role in the Uganda–Kenya Coast Tourism Conference and Exhibitions, an initiative designed to promote cross-border tourism and economic collaboration. The programme enhanced Uganda’s visibility within the region and created new opportunities for trade and investment, reflecting a broader shift towards economic and commercial diplomacy.
In his remarks during the ceremony, Ambassador Mukumbya reflected on the responsibilities and privileges of diplomatic service. “The Foreign Service is a privilege,” he said. “Sometimes you find yourself where decisions shaping the world are made, and you are part of that conversation.” His words underscored the strategic importance of diplomacy in influencing global and regional developments, as well as the weight of responsibility carried by those entrusted with representing national interests abroad.
He also highlighted the importance of professionalism and teamwork within institutions. Emphasising the value of a healthy working environment, he noted: “When there are conflicts at the workplace, the first casualty is work. A healthy environment produces results.” His message resonated with many in attendance, pointing to the critical role of unity and mutual respect in achieving institutional goals.
The Permanent Secretary at the Ministry of Foreign Affairs offered a broader reflection on public service, describing the occasion as more than a ceremonial farewell. “We gather not merely to mark the passage of time, but to recognise the substance of duty quietly rendered, consistently delivered, and nationally transformative,” he said. His remarks highlighted the often understated but far-reaching impact of diplomatic work on national development and international relations.
He further observed that leadership is defined not only by achievements but also by personal conduct. “How we treat one another becomes the enduring memory of our service. Dignity and kindness are not accessories to leadership; they are its foundation,” he added, reinforcing the values that underpin effective diplomacy.
Ambassador Elly Kamahungye, who was also honoured at the ceremony, echoed similar sentiments regarding collaboration and shared purpose. He pointed to the formal recognition of Economic and Commercial Diplomacy as a significant milestone. “Seeing Economic and Commercial Diplomacy formally recognised was a moment of affirmation for years of determined effort. Teamwork is all that matters. When we work as one, progress follows,” he remarked.
The ceremony served not only as a farewell but as an expression of national gratitude. It celebrated the cumulative efforts of diplomats who have, over decades, advanced Uganda’s interests in global forums, strengthened partnerships and promoted economic growth. As Ambassador Mukumbya concludes his formal diplomatic career, his legacy stands as a testament to dedication, patriotism and resilience. His contribution to Uganda’s foreign policy and regional engagement reflects the enduring importance of diplomacy in shaping the country’s future.
