Uganda Prisons Service Announces New Changes for Senior Officers

On 8th September 2025, the Uganda Prisons Service announced a series of appointments, transfers, and leave arrangements for senior officers. The changes aim to enhance service delivery, promote professionalism, and strengthen overall operations. Ms. Aliyo Naatukunda, formerly a Commissioner of Prisons, has been appointed Acting Senior Commissioner of Prisons. She will oversee Legal Advisory Services and Human Rights at Prisons Headquarters. Ms. Brenda Sana, also a Commissioner of Prisons, has been transferred to lead the Department of Human Resource Planning and Development at the Headquarters.

Several officers returning from leave have taken on new responsibilities. Mr. Robert Jolly Bamutura, Assistant Commissioner of Prisons, has resumed duties as a Staff Officer in the Department of Estates and Engineering. Mr. Ben Nyanzi Nicomedie Ahimbisibwe, Senior Superintendent of Prisons, now heads the Division of Pensions, with Mr. Patrick William Awany continues as his Deputy.

Other notable reassignments include Mr. Arthur Mugaba, returning as Agricultural Engineer in the Farms Department, and Mr. Ronald Mukwoli, now District Prisons Commander for Kalungu. Mr. Michael Padde and Mr. William Ochwo has been appointed as Staff Officer in Bugiri and Tororo districts, respectively.

Mr. Kalsi Kabaalu Mutaawe, Assistant Superintendent of Prisons, has moved from Kampala Remand Prison to the Prisons Headquarters, joining the Department of Safety and Security Operations. Principal Officers have also been reassigned: Ms. Zaia Munobwa is now Officer in Charge at Busaana Prisons, replacing Ms. Juliet Alero, who is on 90-day leave. Ms. Lillian Asello and Ms. Eunice Rose Hasahya has been transferred to the Central Region and Nakifuma Prisons, respectively. Male officers, including Mr. John Michael Okedi, Mr. Geoffrey Poro, Mr. Christopher Twebaze, and Mr. Geoffrey Musandy Ogwal, has assumed new roles in Pallisa, Kumi, Kalungu, and Apac districts.

The Service also announced several new Deputy Officers in Charge. Ronald Kyalislima moves from Bufulubi to Nyabuhikye, while Patience Nambuya shifts from Nyabuhikye to Kanoni. Andrew Daniel Ayebare and Gerald Okabo remain in Arua Main and Masaka Main Prisons but now serve as Deputies.

All changes take effect immediately. Regional and District Prisons Commanders have been instructed to ensure smooth handover and takeover processes. These measures are part of ongoing efforts to strengthen the prison system and improve management nationwide.
