The Minister of Public Service, Muruli Mukasa, has called on Heads of Human Resource Management and Secretaries to District Service Commissions (DSCs) to take a leading role in improving service delivery across local governments.

According to a statement, the Minister made the remarks on Thursday, 30 April 2026, at the close of a two-week training retreat held at the National Leadership Institute.

Hon. Mukasa underscored the importance of professionalism, ethics and a results-oriented approach to work.

“Trained and motivated civil servants deliver better services. Human resource practitioners must provide strategic guidance to their institutions and foster a working environment that promotes integrity, empathy and professionalism,” he said.

The Minister emphasised the central role of human resource leaders in achieving government priorities under the National Development Plan IV and Uganda Vision 2040.

He noted that as the government rolls out flagship programmes such as the Parish Development Model, the Public Service Transformation Agenda and the Digital Transformation Agenda, local governments remain at the centre of service delivery.

“The effectiveness of these initiatives largely depends on HR leaders’ ability to recruit competent staff, nurture their development and ensure accountability,” he added.

According to the statement, Hon. Mukasa challenged HR officers to reduce costly litigation through proper practices, strengthen accountability and adopt innovative approaches to overcome challenges such as limited resources, staffing gaps and negative mindsets.

He also highlighted the importance of collaboration within the HR fraternity to raise standards and improve efficiency.

The Minister further outlined ongoing government interventions aimed at improving public service efficiency, including the rationalisation of government agencies, salary structure reforms, automation of systems such as the Human Capital Management system, and the introduction of performance management tools such as the balanced scorecard.

He reiterated the government’s commitment to creating an enabling environment for public officers through institutions such as Civil Service College Uganda and through the implementation of service delivery standards and client charters.

“This training has equipped participants with the necessary tools to strengthen human resource management systems and improve service delivery outcomes,” he said. The retreat, held from 19 to 30 April, brought together HR leaders from across Uganda to strengthen capacity, share experiences and align priorities for effective service delivery.
