President Yoweri Kaguta Museveni has bid farewell to the outgoing Ambassador of the Russian Federation to Uganda, H.E. Vladlen Semivolos, during a meeting held at State House Entebbe.
The meeting provided an opportunity for both parties to reflect on the longstanding historical ties between Uganda and Russia, as well as to acknowledge the Ambassador’s contribution to strengthening bilateral relations between the two countries. According to a statement, the engagement underscored the importance of continued diplomatic cooperation in advancing shared interests.
President Museveni commended Ambassador Semivolos for his efforts in consolidating cooperation during his tenure in Uganda. He noted that Uganda highly values its enduring friendship with Russia, which has been characterised by collaboration in several sectors, including education, defence, and economic development.
“I congratulate you on the successful completion of your tour of duty and commend your efforts in ensuring continued warmth and cooperation between our countries and peoples. I wish you every success in your future endeavours,” President Museveni said.
The President further highlighted that Uganda remains committed to strengthening its diplomatic and economic partnerships with countries that have consistently supported its development agenda. He emphasised that such relationships contribute to mutual growth and foster international cooperation based on shared interests and respect.
Ambassador Semivolos expressed appreciation for the warm reception and support he received throughout his tenure in Uganda. He noted that his time in the country had been both professionally fulfilling and personally rewarding, given the strong relationships established between Ugandan and Russian institutions.
“I take pride and consider it a special privilege to have served in this country. I appreciate your support across various sectors that have benefited both Uganda and Russia,” Ambassador Semivolos stated.
He further acknowledged the progress made in bilateral cooperation during his service, particularly in areas such as technical training, scholarships, and defence collaboration. He expressed confidence that the partnerships established would continue to grow and yield positive outcomes for both nations.
According to the statement, the farewell meeting highlighted the significance of sustained diplomatic engagement in promoting mutual understanding and cooperation. It also reaffirmed the role of ambassadors in fostering strong international relationships that contribute to national development objectives.
Uganda and Russia have maintained cordial relations over the years, with Russia playing a supportive role in Uganda’s development through various initiatives, including capacity building, educational exchange programmes, and defence cooperation. These engagements have contributed to strengthening institutional ties and enhancing collaboration between the two countries.
The Ministry of Foreign Affairs has previously emphasised that Uganda’s engagement with countries such as Russia forms part of its broader foreign policy strategy. This strategy seeks to diversify international partnerships, expand economic opportunities, and strengthen diplomatic relations beyond traditional allies.
The farewell of Ambassador Semivolos was therefore viewed as an important moment to reflect on the progress achieved during his tenure and to reaffirm Uganda’s commitment to sustaining and deepening its relationship with the Russian Federation. President Museveni concluded the meeting by wishing the Ambassador success in his future assignments and expressing confidence that the foundation laid during his tenure would continue to support and strengthen cooperation between Uganda and Russia in the years ahead.
